It's the safety net for:
people with pre-existing conditions that formerly excluded them
people who made a teensy bit too much to get on medicaid
people (especially younger ones) with shitty jobs & low pay and NO company benefits they could access even if they wanted to
It was never intended to be a REPLACEMENT for people who currently have policies
