A growing consensus of IT experts, outside and inside the government, have figured out a principal reason why the website for Obamacares federally-sponsored insurance exchange is crashing. Healthcare.gov forces you to create an account and enter detailed personal information before you can start shopping. This, in turn, creates a massive traffic bottleneck, as the government verifies your information and decides whether or not youre eligible for subsidies. HHS bureaucrats knew this would make the website run more slowly. But they were more afraid that letting people see the underlying cost of Obamacares insurance plans would scare people away.

Healthcare.gov was initially going to include an option to browse before registering, report Christopher Weaver and Louise Radnofsky in the Wall Street Journal. But that tool was delayed, people familiar with the situation said. Why was it delayed? An HHS spokeswoman said the agency wanted to ensure that users were aware of their eligibility for subsidies that could help pay for coverage, before they started seeing the prices of policies. As you know if youve been following this space, Obamacares bevy of mandates, regulations, taxes, and fees drives up the cost of the insurance plans that are offered under the laws public exchanges. A Manhattan Institute analysis I helped conduct found that, on average, the cheapest plan offered in a given state, under Obamacare, will be 99 percent more expensive for men, and 62 percent more expensive for women, than the cheapest plan offered under the old system. And those disparities are even wider for healthy people.

Many of the problems appeared to stem from a last-minute change in the sites operation, one that required site visitors to sign up before they could window shop policies.
That extra step created a bottleneck, according to Andrew Slavitt, group executive vice president at Optum/QSSI, a business unit of healthcare giant UnitedHealth Group that handled that aspect of the system as a subcontractor to CGI.
Slavitt said the move was made within 10 days of the rollout, and his group suggested more testing would be needed.

Only in the world of right-wing media talking points would being sure that people knew what they would actually pay be described as hiding the cost of an item people were seeking to purchase.

(27,787 posts)When a SW project has a "hard deadline", certain features are labeled "release defining". These are the features that must exist for the system to perform its PRIMARY goals. These are the features that must exist when you "go live".
For this system, release defining features would be the ability to sign up, compare plans along with the relevant and actual subsidies, and then submit one's choice.
"Browsing" is not required to perform those tasks. Its a great feature to include, people will like it, and you'd like to have it, but with a "hard deadline", its not a required feature for making the "go live" decision.
Or ... if folks prefer, its really a big conspiracy so that no one will ever really know how much the plans will cost. Never ever.
Until they add the browse feature in a couple months or so.

(15,064 posts)I worked with a federal contractor who was audited by CMS every quarter and often had to endure surprise audits. I know people at CMS and QSSI a software company involved with the ACA start up. CMS answers to Congress period. "Congressionals", or communications from Congressmen who wanting something changed or investigated happened all the time. They can "hide" nothing. Especially with a broken website. Which is laughable. Maybe people who don't understand technical computer code or how to use common computer devices would believe this. Congress knows what CMS is doing every minute. New systems, some even bigger than the new ACA (Believe it) software and interface were installed all the time. I was one of the people who tested them all myself until I retired not long ago. There were always problems with starting up. Glitches, error messages, letters sent to beneficiaries and Doctors explaining the issues and giving timelines of correction were common. Nothing is perfect and nothing is a imperfect as software touted by a proud programmer as the next big thing.
CMS sets arbitrary timelines all the time. I always thought their timelines for testing new mainframe and web based software interfaces was ridicules and too aggressive. But, they are serving Congressmen who are constantly breathing down their necks to quickly get things done. That always throws a wrench into the works.
Anyone with half a brain cell knows anything done well takes time. Playing any musical instrument, creating art and bringing new ideas to fruition takes time and practice.
If the lunatics running the asylum have their way, no one, millions will be without health care.

They denied me my flu vaccine at the drugstore this fall. They said I would have to make a doctor's appointment to get it paid under my policy.
My new Obamacare policy with a $5000 deductible, good doctor copays, vison & dental and prescription drug benefit & a $6000 CAP on out-of-pocket costs is now less than $500 a month - with the dental plan.
So tell me again why this is a bad thing.

Of course, I am in CA, where we do these things ourselves instead of being petulant asshats and leaving it for the feds to sub out to a RW saboteur like the RW states did.
