Obamacare's Website Is Crashing Because It Doesn't Want You To Know How Costly Its Plans Are

A growing consensus of IT experts, outside and inside the government, have figured out a principal reason why the website for Obamacare’s federally-sponsored insurance exchange is crashing. Healthcare.gov forces you to create an account and enter detailed personal information before you can start shopping. This, in turn, creates a massive traffic bottleneck, as the government verifies your information and decides whether or not you’re eligible for subsidies. HHS bureaucrats knew this would make the website run more slowly. But they were more afraid that letting people see the underlying cost of Obamacare’s insurance plans would scare people away.

HHS didn’t want users to see Obamacare’s true costs

“Healthcare.gov was initially going to include an option to browse before registering,” report Christopher Weaver and Louise Radnofsky in the Wall Street Journal. “But that tool was delayed, people familiar with the situation said.” Why was it delayed? “An HHS spokeswoman said the agency wanted to ensure that users were aware of their eligibility for subsidies that could help pay for coverage, before they started seeing the prices of policies.” (Emphasis added.)

As you know if you’ve been following this space, Obamacare’s bevy of mandates, regulations, taxes, and fees drives up the cost of the insurance plans that are offered under the law’s public exchanges. A Manhattan Institute analysis I helped conduct found that, on average, the cheapest plan offered in a given state, under Obamacare, will be 99 percent more expensive for men, and 62 percent more expensive for women, than the cheapest plan offered under the old system. And those disparities are even wider for healthy people.

Many of the problems appeared to stem from a last-minute change in the site’s operation, one that required site visitors to sign up before they could window shop policies.

That extra step created a bottleneck, according to Andrew Slavitt, group executive vice president at Optum/QSSI, a business unit of healthcare giant UnitedHealth Group that handled that aspect of the system as a subcontractor to CGI.

Slavitt said the move was made within 10 days of the rollout, and his group suggested more testing would be needed.

“We don’t know why the decision was made,” Slavitt said.

Wading through the deliberate distortion in the reporting yields the fact that the site was structured to see to it that people were fully informed regarding what they would actually pay themselves for coverage, rather than be given a 'list price' figure that, in almost all instances, would be far higher than their actual out of pocket costs would be.

Only in the world of right-wing media talking points would being sure that people knew what they would actually pay be described as hiding the cost of an item people were seeking to purchase.

Look at some the posters that have been recc'ing the crapola posts of the dearly departed as of late.

All of them low-count anti-Obama, anti-Democrat, anti-ACA poster just overflowing with concern over how Obamacare is going to put working people in the poor house.

All that even when almost every account posted by actual people's experience with quotes for coverage under the exchanges states the opposite.

When a SW project has a "hard deadline", certain features are labeled "release defining". These are the features that must exist for the system to perform its PRIMARY goals. These are the features that must exist when you "go live".

For this system, release defining features would be the ability to sign up, compare plans along with the relevant and actual subsidies, and then submit one's choice.

"Browsing" is not required to perform those tasks. Its a great feature to include, people will like it, and you'd like to have it, but with a "hard deadline", its not a required feature for making the "go live" decision.

Or ... if folks prefer, its really a big conspiracy so that no one will ever really know how much the plans will cost. Never ever.

Until they add the browse feature in a couple months or so.

I worked with a federal contractor who was audited by CMS every quarter and often had to endure surprise audits. I know people at CMS and QSSI a software company involved with the ACA start up. CMS answers to Congress period. "Congressionals", or communications from Congressmen who wanting something changed or investigated happened all the time. They can "hide" nothing. Especially with a broken website. Which is laughable. Maybe people who don't understand technical computer code or how to use common computer devices would believe this. Congress knows what CMS is doing every minute. New systems, some even bigger than the new ACA (Believe it) software and interface were installed all the time. I was one of the people who tested them all myself until I retired not long ago. There were always problems with starting up. Glitches, error messages, letters sent to beneficiaries and Doctors explaining the issues and giving timelines of correction were common. Nothing is perfect and nothing is a imperfect as software touted by a proud programmer as the next big thing.

CMS sets arbitrary timelines all the time. I always thought their timelines for testing new mainframe and web based software interfaces was ridicules and too aggressive. But, they are serving Congressmen who are constantly breathing down their necks to quickly get things done. That always throws a wrench into the works.

Anyone with half a brain cell knows anything done well takes time. Playing any musical instrument, creating art and bringing new ideas to fruition takes time and practice.

If the lunatics running the asylum have their way, no one, millions will be without health care.

My pre-Obamacare shit LePage/Teaparty health insurance policy with a $5000 deductible cost $573 a month - with no vision, dental or prescription drug benefit - and would only pay 80% after the deductible.

They denied me my flu vaccine at the drugstore this fall. They said I would have to make a doctor's appointment to get it paid under my policy.

My new Obamacare policy with a $5000 deductible, good doctor copays, vison & dental and prescription drug benefit & a $6000 CAP on out-of-pocket costs is now less than $500 a month - with the dental plan.

So tell me again why this is a bad thing.

If we keep Medicare, social security, Medicaid and interest payments as projected...

We can't do anything else. This means we only care for the elderly and the medical costs of the very poor and the rest of the safety net for younger workers is gone as is investment and the military.

Will our government become just one big entitlement program and nothing else? How does that lead to a future where young people can generate what is needed to take care of the elderly?

I have done PLENTY of shopping on the CoveredCA portal at healthcare.gov, and I did it before I completed my application. Of course, I am in CA, where we do these things ourselves instead of being petulant asshats and leaving it for the feds to sub out to a RW saboteur like the RW states did.

But carry on. It's glaringly obvious what you are about.

I'm still waiting for you to express support of ANY liberal policies or politicians whatsoever..........

She was sounding like some fundy relatives of mine...but with no hides I just dismissed it. Then lately is was all about trust funds (trust funds, really?) Usually they go out with a lot of hidden posts. Pretty good trolling for 37k posts, no hides and almost 300 times on the jury. I cringe at thinking how many juries she trolled.

Her last OP does not fit anywhere on this site...looks just like a freeper OP.

I keep thinking about BBI...went out in almost the exact same way. Wonder if it was the same poster?

Are some of you Dems seriously going to jump on the GOP bandwagon about how much the website is costing?!

Get some freakin' perspective man! Even if the Website cost $1 billion to build that's still $23 Billion less than Cruz, TP & GOP cost our economy the 16 days THEY shut us down.

I can't believe this is the issue people are wasting time talking about. And seriously, I can care less what these bean counter whiners have to say. They want to talk about cost? Let's go back to Iraq and the $3 trillion wasted not to mention the over 4,500 guys Bush 43 sent to their deaths just to avenge Bush 41 by taking out Saddam.

Shut down these GOP/TP bean counters and finger pointers that come here and spew this crap and get back on point.
