There was no single person who called for such surveillance. I think the cartoon figure -- wrapped in the flag, waving a flag, and wearing a hat labeled "America" -- is intended to represent the millions of average people who were panicked by 9/11.

NSA out of control spying. If Bush could start it, why cant Pres Obama stop it?

Or at the very least, allowed the expansion.
