5. That was my first reaction, but I don't think it's a specific person.

There was no single person who called for such surveillance. I think the cartoon figure -- wrapped in the flag, waving a flag, and wearing a hat labeled "America" -- is intended to represent the millions of average people who were panicked by 9/11.
