Supposedly it make sure that Congress complies with all the laws of the land, or that it does not craft laws specially for its members.

Yes, I know, seems too good to be true. This is why I am asking.

But the amendment is also a bad idea in my opinion.

The limited immunity of Congress that is provided by Art. 1, Sec. 6 of the Constitution would be nullified by the proposed amendment. The purpose of that clause is to ensure that no member of congress can be held liable for carrying out his/her duty even if that duty is later made illegal or is interpreted as such. The idea is to make sure that congress isn't afraid to do its job for fear of legal retribution.
