Is Medicaid expansion a partisan ratchet?

(not 'racket'... ratchet)

Assuming it is hard to cancel once in place (since doing so would reduce existing incoming monies and strip coverage from existing covered) I assume that the only states that will remain protest states down the road will be those states that never flip-flop Party.

i.e. Pennsylvania will probably get on board at some point, but Alabama will not. Lik a ratchet, once you elect Dems medicaid expansion will snap into place and then be hard to roll-back.

Is that correct, or is there some wrinkle to make future joining less desirable? (For instance, the initial over-subsidization by the federal government expires at the same time for all, regardless of when they joined.)
