a trap for the insurers.
They have to point people to the market place to shop for options.
And they are required to maintain crap plans so long as even one customer wants it. Those junk plans work on volume. Lots of dummies paying in, very small payouts. You reduce the number of suckers, and the margins on these will drop fast.
And, I don't see this undercutting the ACA much.
I doubt the House would go for this version.
