Who was Bush's contractor for Medicare Part D implementation?

WaPo today has a story about CGI Federal, supposedly the only one at fault for the failure of the Obamacare roll-out. Reich-wingers having a field day and coming up with the usual crackpot conspiracy/cronyism theories.

There was, of course, no mention of the failure of Bush's Medicare Part D implementation in 2005 and 2006.

So, anyone know who the contractor was for Bush's Medicare Part D implementation back then?

CGI Federal gave more than twice as much money to Mitt Romney than they did President Obama in 2012. And according to the Open Secrets, CGI donated $128,000 to federal candidates, 52% of them - Republicans.

And for George Schindler, President, U.S. and Canada of CGI Group, he gave a pathetic $1,000 (Ohmigawd!!) to Obama, and gave the same amount to - Mitt Romney! And in 2007 he gave $2,700 to - John McCain! - more than twice what he gave Obama.

This is a non-story unless you're one of the people of the bag.
