Kansas City Laborers File Lawsuit on Behalf of Spurned Non-Union Workers

A prevailing wage project has been filed in Jackson County Circuit Court on behalf of non-union workers who were not properly paid for their work. The twist? The suit has been brought forward by Laborers Local 264, a union, against public construction project contractor New Horizons.
Reginald Thomas, Local 264 president, told the Kansas City Star that his union took action because it is the function of unions to set fair wage standards for skilled laborers.
The project helped renovate nine historic buildings on Armour Boulevard in Kansas Citys midtown section. The project was partially funded with $8 million of historic tax credits. The property for the development was also seized with the power of eminent domain. Lawyers argue that because of this, contractors on the project were responsible for paying prevailing wage. E.E. Keenan, the attorney for Local 264, told Kansas City KCTV-5:
The power of eminent domain was permitted in the project, which can only be done for public use. So taxpayers and taxpayer resources were on the line and being used to finance it.
