That looks like one of the WH formal dinners--not a state dinner, but a formal dinner.

Here he is making the rounds on the night of his inauguration--note the full "soup-n-fish" outfit:

I believe that was the "pre-Inaugural gala" which happened the NIGHT BEFORE he was sworn in, and the President-ELECT gave a brief speech at that thing, and he wore black tie at that one. Here is the speech he gave:
