Texas Police Officer Arrested For Handcuffing And Raping 19 Year Old At Traffic Stop

and surprisingly the police chief did NOT try to cover it up

...Neal was accused of raping the woman and instructing her to keep it a secret.

At the time of the alleged assault, video cameras mounted in Neal's cruiser were not functioning because a hard drive was missing. However, a GPS tracking system did corroborate that the police cruiser was parked for 18 minutes on Betty Street as the woman had claimed.

At a press conference on Saturday, Police Chief William McManus said that Neal would have known the video recording system was not functioning in his cruiser.

“I can't express in words how disappointed and angry I am about this. I am at a loss for words,” McManus explained. “I am outraged. This is a punch in the eye to the Police Department.”

Neal was arrested by SAPD and Special Victims Unit detectives at around 2 a.m. on Saturday. The San Antonio Police Department asked the FBI to investigate possible civil rights violations in the case...

there are appox. 684,000 LEO's in the U.S. and the vast majority of them are honest individuals just trying to do a job and go home at the end of their watch to their families.

There are bad cops out there and dept. do try to cover up their screw ups, but to say that this POS is a typical cop is offensive to me and all the other honest LEO's out there.

and there are getting to be more and more of them. There is a culture now of "us-vs-Them" rather than "we are the servants of the people" it builds a culture in the departments of anti-civilian. To give you an example in Tacoma, Washington the police chief there was promoted through the ranks despite failing a psychological and having numerous red flags on his file. What happened, he went and shot his wife in front of his kids in a crowded supermarket parking lot. Not much was said by the cops about it. Every day there are stories about cops beating up on folks or shooting them and it gets white washed.

Does that mean it's OK to shoot a dog or into a car full of kids? What about the thugs in badges that try to get people to submit to a search for no reason.

BTW, that's not my attitude, as with the rest of my colleagues, we rarely come in contact with the general public, our profession is hunting down the most dangerous fugitives and bring them to justice

would be in jail. That's simply not the case and not even close to it. Bad cops rarely ever go to jail and that's because all those other "good" cops let them get away with their crimes. So there are far less "good" cops out there than many claim. The good cops are the ones that send the bad cops to jail, those good cops barely exist.

but I do know she isn't backing down, and the police chief's words are very damning against Neal, so they probably have evidence. He is asking that the woman who accused Neal before to come forward now and help. Oh - and Neal, a former marine, had also been previously suspended for 'dating' an 18 year old police recruit. SAFFE stands for "San Antonians for a Fear Free Environment". (Ironic, isn't it???!!) These officers are assigned to specific neighborhoods and are supposed to be available for residents to call should there by problems in the neighborhood. The program is designed to prevent problems between neighbors, etc.

I know this because I live in one of the neighborhoods where he was assigned. As far as I know, he did a very good job as SAFFE officer, but hearing this about him made me sick to my stomach. He could very well have been using his authority to intimidate young women in the neighborhood.

According to another news report that I've seen, another woman reported Neal back in September for the same thing, but then failed to cooperate with the investigation.

Chief McManus has his detractors, but I (as a resident of San Antonio) am a big fan. He doesn't put up with much bull shit.

"Police Chief William McManus said a different woman made a similar complaint against Neal a few years ago. The date of that incident was not immediately available. McManus said that woman later refused to cooperate in a police investigation, so it wasn’t pursued. There were no consequences for Neal at the time.

McManus said he has asked officers to go back to that woman to see if she would be willing to help in the new investigation.

Neal was suspended in September for three days for dating an 18-year-old member of the Police Explorer program about two years ago.

The program is meant to encourage young people to consider a career in law enforcement. Officers are forbidden from fraternizing with members of the program for people 14 to 21 years old. "
