They're treated as "other tobacco product" and are regulated like normal cigarettes, except the taxes on them are higher.

I asked one of the clerks at the convenience store and he said they are restricted to adults only.
He showed me the package and it says "Not for sale to minors" in small print right on the package.

Not sure how many states have passed laws, but I think some of the posters who have said that it's illegal in their state may be surprised.

It is currently legal in Texas; however, the local store will not sell them to minors and many towns have passed their own legislation.

There may not be a law on the books (according to the link put up earlier, there's not), but it's considered a tobacco product, and you must be 18 to legally purchase. They even card you at the Flea Markets. I've heard that the juice containing no nicotine is legal under 18, but any place I've seen selling the juice requires you to be 18 to enter (head shops and smoke shops). Most gas stations just sell the cartridges, and most of those contain nicotine.
