Look I don't know if Biden is going to shoot for the nomination, but nobody in the party sees him as a serious contender (which is a story in itself) - so that means the field is open. And Hillary Clinton is good at manipulating the party machinery.

That said, she's not the only ambitious person in the Democratic party - she's trying to scare other contenders off, but I doubt she'll be completely successful.
