where the "elites" rule and everybody else just passively accepts it. It was that way before the Civil War and it went right back to that after Reconstruction.
The people have been told for generation after generation that they're just too stupid to rule themselves.
And always, always, the elites stir up the populist sentiment that keeps them in power. It used to be fear of the Yankees, the carpetbaggers, the big businessmen. Now it's fear of government. Always us vs. them.
And who benefits? The elites.

It should read "States that chose not to expand Medicaid under Obamacare are highlighted in lighter gray."
Subtle, but meaningful difference IMHO.
