Apparently the Party doesn't release a new national platform except in Presidential election years.

Sounds like you learned something today about how often the two major parties refresh their formal platforms.

But it tends to come out after the intrim vote between Presidential years.

And the Platform is composed (mostly) and ratified (by sitting delegates) at every Democratic Convention. Which are held on Presidential Election Years.
The nuances of American Party Politics and Representative Democracy are kind of boring. But a nice civics lesson.
Next time there's a DNC stay and watch the voting stuff, it's fun, even if it's really boring.
