Autopsy Confirms Texas Cop Literally Killed Student for Being Sarcastic

A Texas college student died from a gunshot wound to his back after making a sarcastic remark to the campus police officer who killed him.

23-year-old Cameron Redus was shot five times at close range by Cpl. Christopher Carter, a University of Incarnate Word police officer, during a traffic stop in the early hours of December 6th 2013, near the San Antonio campus.

KENS-TV report that the autopsy performed the following day showed Redus, a student at the private Catholic university, was shot in the back, left eye, upper chest, left elbow, and right hip.

According to the medical examiner, the bullet that was “the most immediately lethal” entered the student’s back, severed his spinal cord, hit a major blood vessel in his chest, and became lodged in the sac surrounding his heart. The autopsy also found that the gunshot wound to his eye could also have been fatal.

The autopsy noted a number of wounds around the student’s neck, but found such contusions could have occurred when Redus was thrown to the ground or by a nearby gunshot wound.

A toxicology report found that Redus’ blood-alcohol content was 0.155, nearly twice the legal limit for driving in Texas, and a separate test conducted using vitreous fluid from the student’s eye showed a higher 0.186 level.

Redus also tested positive for trace amounts of tetrahydrocannabinol, the active component in marijuana.

The San Antonio Express-News reports that the Police say Carter spotted Redus driving erratically at around 2 in the morning, and followed the student’s pickup outside his jurisdiction, but the officer was authorized to arrest suspected drunken drivers anywhere in the state.

In response to the latest findings from the autopsy, the family expressed their struggle to comprehend how such a brutal attack was prepetrated on their son, seemingly out of all proportionality:

“We are stunned to learn that Cameron was shot in the back from very close range,” the student’s family said in a statement. “The report also shows that the shot to his eye was delivered at a downward angle, again from very close range. That knowledge coupled with information from the earlier police report indicating that Cameron died on his back with his legs underneath him has left us heartbroken and shaken to the core.”

Damn.

Is this murderer Zimmy's older brother? Shot in the back? So what if he was legally drunk and had THC in his system, does that even matter except to sway the casual reader? I supposed being drunk makes some people violent but was he? Most stoners aren't violent.

That individual does not look like he possesses a sufficient level of fitness to perform the duties of a police officer. I guess if he runs around shooting students for simply being sarcastic, he doesn't have the mental fitness, either.

.. . .

What’s Carter’s track record as a police officer?
UIW officer Cpl. Chris Carter

Cpl. Chris Carter, far right.

The Texas Commission on Law Enforcement Officer Standards and Education licenses peace officers in Texas, and the agency gave Carter’s publicly available file to Express-News Reporter Michelle Mondo on the day of the shooting.

The licensing file shows no disciplinary actions of suspension or revocation by the state agency. The police departments that hired Carter could also commend or discipline him, and those actions aren’t tracked by state regulators. Carter had worked at a string of jobs and didn’t stay at one place for very long:

Over the course of Carter’s eight-year law career in Texas, he has held nine jobs at eight agencies, including two stints at the Bexar County Sheriff’s Office, files kept by the state agency for licensing peace officers show.

He rarely was at an agency more than a year and his shortest job was for seven months as a reserve officer for the San Antonio Municipal Court Marshals Division. So far, the two years and seven months he’s spent at UIW is the longest stretch of employment, the files show.

You can read the entire licensing document here. We’ll post any records released by Carter’s past employers.

This piece of subhuman garbage needs to understand real and visceral fear. His dashboard camera was conveniently broken, but the police department does have audio. The audio, according to the thin blue line, has the pig telling the murder victim to stop resisting arrest 56 times. I've seen way too many police brutality videos to mistake that for anything else. That's what the perpetrators in uniform say when they're busy beating a victim to death. The murderer also claimed that the MUCH smaller victim took his baton away from him and assaulted him with it. Somehow, the cop was able to get the baton back and continue beating the victim until he decided to unload his gun into the victim instead.

So now it's the death penalty for impaired driving?

Driving drunk is wrong, no mistake, but not worthy of being shot five times. This rent-a-pig is no more than a bully, who decided to be judge, jury and executioner.

Every student on that campus is at risk from this asshole.

But I betcha he'll get away with it.

If we executed every college aged kid who drinks and drives......

My condolences to his poor family. Sent their kid off for an education and got a corpse back

Not the least of which is that the headline says Redus was shot five times in the back, but the information in the article indicates that he was shot "in the back, left eye, upper chest, left elbow, and right hip." From the information that is out there, I'm inclined to think that this was not a justifiable use of deadly force by the officer, but that it is by no means an open and shut case. The version that suggests he was shot walking away while making a sarcastic remark is contradicted by claims that he resisted arrest, struck the officer with his baton and charged towards the officer. Again, I don't know which version is true, but embellishing the story to suggest Redus was shot five times in the back is not a way to convince people.

The autopsy revealed that Redus, 23, was shot five times by Carter during a confrontation last December, including once in the back, and once when he apparently was on his knees.

Carter had pulled over Redus for a traffic violation on Broadway, but the confrontation escalated when the two wound up in the parking lot of Redus' apartment. At one point Carter says Redus took away his police baton, and witnesses heard him mocking Carter, yelling sarcastically, 'what, you gonna shoot me?'

The autopsy also revealed that Redus had twice the legal limit of alcohol in his system, and a trace amount of marijuana.

Carter is on administrative leave but is still an employee of the University. Officials have hinted that Carter may return to a police job, depending on the results of the Texas Rangers investigation.

http://www.ksat.com/news/statement-from-uiw-chancellor-denise-doyle/25142804
Statement from UIW Chancellor Denise Doyle

In January the administration of the University of the Incarnate Word determined that we did not have sufficient information about the shooting of Cameron Redus by Corporal Chris Carter on December 6, 2013. We knew that investigations were underway by the Texas Rangers and the Alamo Heights Police Department who have expertise in these matters and who would report their findings to the District Attorney for legal resolution. It is fair and appropriate that we wait for a legal resolution to occur before making any decisions about the status or role of Corporal Carter at UIW. We have not changed this decision though some have suggested we should act without knowing the results of the investigations.

We received the autopsy and toxicology reports through the Texas Open Records Act and as promised sent them on to the Redus family through their lawyer. These documents are part of the overall investigation but the investigation has not been completed. We are not prepared to make any decisions until the investigation is complete.

Why are we waiting until the resolution of the investigation before taking any specific decisions about the return of Corporal Carter? We believe that jumping to a judgment before the investigation is complete could unfairly characterize Chris Carter, a member of our University, and a Peace Officer, in a very negative manner without sufficient knowledge or expertise upon which to base our decisions. The loss of Cameron’s life is a tragedy. A tragedy felt most especially by his family and friends and also by the University. We continue to experience the loss of this gifted and blessed young man. Nonetheless we resist the pressure to make decisions or take actions before the investigation is completed.

The investigation is taking much longer than we anticipated. This has undoubtedly increased the impatience and frustration of all involved. We are sympathetic to how difficult this has been for the family and friends of Cameron. We continue to pray for all who are suffering this loss. We continue to pray for Chris Carter. We live by a set of values that include respect and fairness toward each and every person. We share these values with the Sisters of Charity of the Incarnate Word. We will draw upon these same principles when we finally have all the information needed.

The immediate danger was over. The cop shot him first in the back then multiple other times from the front with the eye wound described as at a downward angle. Sure sounds like no matter what happened with the baton the LEO overreacted.

Of course, that doesn't mean that the cop will be found responsible. These days the scales seem to tip in favor of LEOs.

Yes, the headline is sensationalized. The story however seems to back up the idea that the cop overreacted.

He originally did cooperate with the officer, returning to his truck and putting his hands on the hood. Because there is no video, no one knows why he started resisting. From a lot of videos I've seen of "police procedure", I believe quite often the police exacerbate the situation by being too rough and causing people to resist arrest in an effort to "defend themselves from physical harm", which is probably more likely to happen when inebriated.

I don't know if that's what happened here. Because no witness actually saw the whole thing, or at least has not yet been revealed to the public, we will probably never know and the officer will most likely be returned to duty.

It's a shame that there have been so many incidents to make us immediately suspicious of the police. They need to be trained to handle people better. Or they need to weed out the cops who cannot do it well.
