I'v met very few able-bodied who were truly unwilling to work, and they truly needed to be kept out of the way. There are levels of intelligence, ability,motivation, and common decency necessary to be useful in any sort of reasonable workplace - and some folks ain't got it. So, they are better off at "home", on the dole, than screwing up the rest of us while being publicly flogged for their "sins".
In a good and decent world, we'd find a way for most of them to contribute somehow - many do now, one way and another - unpaid caregivers, junkmen, "canners" - some income and support would really help a lot of folks on the margins, and the net cost to society would be a pittance.
