6. The one telling the docs to step away from the weed, or...

...lose their license to prescribe narcotics--is spot on. That is precisely what happened to our local family doctor, the only doc in my little mountain town.

The feds found out he was handing out "too many" pot cards (this was before CO legalized it but after they legalized medical pot). So they trumped up some garbage about him not following standard of care for real narcotics, and took away his license to prescribe any controlled drugs.
