Who decides "how" we should think?

Not "what" we should think. What we think or what we should think could be rebellious against the accepted norm. The corporations and the Mensa Maniacals who promote "how" we should think promote the degradation of societies they deem sub-human because it generates profits and satisfies their ego's and superior attitudes and feelings of entitlement. We do not need a world run by idiots but as inhabitants of the Earth we do need to rethink what is acceptable in today's society as human beings who long ago evolved past the Pre CroMagnon period.

Think about it, a Korean cult leader and an Australian extortionist - both experts at controlling mindsets and narratives - working with the emperor of the CIA for over 3 decades.

last 3 decades including "IRS!", "Benghazi!", "invading illegals!", and just about everything else?

When was the last time the widespread news media discussions debating a political issue were dominated by the Democratic narrative?

Those who are interested in discussing such things and working out the rules. Much of this was done 1000s of years ago.

Obviously there are forms of free thought, art and whatnot, which do not need to follow logical rules. But, When deciding on such things as societal structures, rules, laws , etc. it is my belief that logical rules should be followed. What we have now is a result of having uneducated "believers" deciding the rules based more on personal beliefs and woo than following logical arguments to their destination. Logic is hard work. Not everyone is up to the task. Hell, I have even give into the easy path quite often.
