As most all of those that signed it are tough when it comes to throwing money at every chance for military action, it's time to make sure that every increase in military aid or action is paid for with an equal increase in taxes on big business. Make it so they can't have it both ways. The President could say he or she will not sign any bill that increases military spending without paying for it first.

Oh, current and purported future presidents of course will have no problem with that - but the money to pay for the military increases will come from social programs. Eating our fucking peas.

They do this to us all the time with their 'no spending for domestic issues without raising your taxes' crapola. Meanwhile the military gets the cream, no questions asked.
