Donetsk, Lugansk Republics wish to remain part of Ukraine, but seek special status.
At talks on how to bring an end to the months-long, bloody Ukrainian civil war, a statement of purpose by the Separatist Republics' representatives has been given to Kiev. They have informed the Poroshenko government of their desire to remain part of the Ukrainian nation, but with the special status of Federal Republics. This would allow them to maintain their ethnic and cultural identity and would recognize the fundamental differences between their regions and those of Western Ukraine.

At talks in the Belarusian capital, the self-proclaimed Donetsk and Lugansk People’s Republics have urged Kiev to acknowledge their autonomy within Ukraine, but said they wish to remain an integral part of the country.
LNR and DNR representatives urged the Ukrainian government to end their military operation in the country’s east so that parliamentary elections can take place freely.
They also suggest creating a commission to develop an agreement on the peaceful resolution of the conflict and the reconstruction of the Donetsk Region.
The republics also propose that Kiev agree to a special law enforcement mode, and the appointment of prosecutors and judges by the authorities of the republics.
