Rape in the military is a feature, not a bug. The brass wants it to continue. They refuse any measure to actually deal with the problem, because that would take it out of their hands. Ergo, they want to decide, and since they decide that it is the rape victims who are punished, and the rapists are left free, that emans that is how they want it. A feature, not a bug.
