Legal Authority For Fighting ISIS

http://www.nytimes.com/2014/09/12/opinion/legal-authority-for-fighting-isis.html?hp&action=click&pgtype=Homepage&module=c-column-top-span-region&region=c-column-top-span-region&WT.nav=c-column-top-span-region

As the Pentagon gears up to expand its fight against ISIS, a fundamentalist Sunni militant group that controls large areas of Iraq and Syria, Congress appears perfectly willing to abdicate one of its most consequential powers: the authority to declare war.

So let's get down to reality here. A large part of congress has not problem with abdicating their responsibility, because they aren't in congress to govern. They are there as training and to build contacts so they can get high-paying jobs as lobbyists later. The problem affects not just congress but too many "regulators" who definitely don't want to regulate the companies where they will get jobs after being trained by government.

most of Congress would prefer not to stake out a position one way or the other regarding the President's decision to act against ISIS.
