Easy. We rent our Army to ISIS for the amount it takes to fight them with the Air Force.

Accrue more debt and then engage in austerity programs that squeeze the population for more while the rich live in splendor. Blame the debt on the shrinking welfare programs and when the last cent disappears from said welfare programs it will already be too late to resist. Mission accomplished.
