7. Someone said the last time they voted, 68% or so wanted to split.

But that they required a 70% threshold for that vote for some reason. (I have no verification of this, and only heard it from one person, for what it's worth.)

If so, it sounds like the 'no' folks just had to keep pushing the vote out far enough to get down to a point where they could safely hold a vote at 50%.
