Notice, I am not saying it has to be impossible to climb, nor does it have to use barbed-wire, razorwire, or whatever other asinine feature the kneejerkers will default to.

Have some artistic imagination and make that fence difficult to get over! That alone would give the Secret Service and the guards time to notice and be waiting for such idiots without them ever getting to the other side.
