"For as long as we've been a country, the members of the military had a protocol where they are compelled to salute their civilian Commander in Chief. And for the vast majority of our history, the civilian Commander in Chief would not return the salute because only members of the military, those brave Soldiers, Sailors, Airmen, and Marines; were afforded the HONOR of rendering a salute to a superior officer. Civilians are not afforded that honor.
Beginning with our first president, George Washington, no civilian Commander in Chief usurped that honor from our brave members of the military for over two hundred years of our history.
And so, beginning today, I shall return to that tradition. I will NEVER render a military salute in return to the honor these brave members how serve us so selflessly bestow to my rank as their Commander in Chief. I shall instead place my right hand over my heart to honor their service and the service of those who have given their all in dedication to our nation."
