According to the Wikipedia page regarding judicial nominations
There are currently 16 vacancies on the United States Courts of Appeals ...
But there are only 8 nominations on the list waiting to be confirmed for the Courts of Appeals.
So, President Obama need to get busy and nominate more and Congress needs to get busy and get them confirmed
