Based on present GOP rhetoric if you take their logic to the very end the President would have only three cabinet members. Under their states rights plan and strict constitutional guidelines the only function of the federal government is national security. Otherwise all of the federal departments would be remanded to the states. There would also be no FEMA.
Every state would handle all domestic duties and probably taxation. Taxes for defense would be collected by the states and handed over to Congress for distribution. For the most part domestic responsibilities would eventually be the responsibility of churches and non profit organizations. And public health would be handled by charities as well. There would be no public health, CDC or NIH at the federal level. And a lot of government functions would be contracted out to business or corporations.
Really think about what they say they would do. Add everything up and what I have just said is what we would get. It would be a libertarian paradise. Hello Rand Paul President.

Only those functions that don't have a good lobby (Science, EPA/other regulations, Parks) would be cut. And there is no way in hell that the national GOP'ers would give up that power and money to the states.
SS and Medicare/medicaid would be privatized and slowly squeezed to death to provide profits for the 1%. Regardless of what the zombie-eyed granny starver Ryan says, that money will stay with the feds so that they can benefit from the corruption.
