A taser is generally used at a distance. The struggle began when police attempted to handcuff him; e.g. they were in close proximity. I suspect using a taser in that setting would be putting other people at risk.

What would the "risk" be? Getting shocked? Tasers are wonderful things and perfectly harmless, at least that's what the police claim when the kill someone with one.

Most DA's have NO intention of indicting unless you are a AfAm cop in St Louis per the story here somewhere
