Brownback Flips, Proposes Tax Increases In Wake Of Budget Fiasco

Kansas would nearly triple its cigarette tax, raise taxes on alcohol and slow down promised income tax cuts to balance its budget under proposals Republican Gov. Sam Brownback outlined Friday.

Brownback presented detailed recommendations to the GOP-dominated Legislature for eliminating projected shortfalls totaling more than $710 million in the current budget and for the fiscal year beginning July 1. He also presented a spending blueprint for the fiscal year beginning in July 2016 designed to leave the state with some cash reserves.

The state’s budget problems arose after lawmakers aggressively cut personal income taxes in 2012 and 2013 at Brownback’s urging to stimulate the economy. Brownback’s budget-balancing plans would make those reductions more gradual, without abandoning his long-term goal of eliminating income taxes.

If you read his original plan, he ALWAYS proposed replacing the income tax with higher sales taxes.

He found out in the last legislative session though, that the ultra-conservatives that he helped get elected to the legislature would rather slash spending than increase sales taxes.

Sandoval said the state’s current revenue stream does not keep up for growth and is in desperate need of an overhaul.

“In the current fiscal year alone, despite an improving economy and record job growth, we would be unable to pay our bills without significant adjustments to the approved spending plans.”

To balance the budget, Sandoval said temporary taxes imposed four years ago that have been extended twice would become part of the regular revenue pool.

“It’s time. It’s time that we be honest with ourselves. These revenues are part of our comprehensive budget,” Sandoval said.

He also proposed new taxes through graduated business license fees, ranging from $400 to $4 million a year that would raise $430 million.

And he is another repubuke who got elected on the GOP false promises and premises.
