i.e. Mental health to help veterans stop committing suicide.
He did this by himself. HOW?

Coburn says the bill, estimated to cost $22 million over five years, creates a duplicative program by giving the VA authority it already has to offer financial incentives to help hire mental health specialists.
It throws money and it doesnt solve the real problem, Coburn said Monday night in an emotional speech annoucning his objection, during which recounted his experience as a doctorfailing patients who later committed suicide.
I object to this bill not because I dont want to help save suicide, but because I dont think it will do the first thing to change what has happened, Coburn said.
He urged senators to instead devote attention to more aggressively overseeing the VA.
Coburns objection looks set to stop passage of the bill this year. Thats because overcoming it would take several days under procedural rules, and Senate is set to recess for the year as soon as Tuesday.'

In the United States Senate, a hold is a parliamentary procedure permitted by the Standing Rules of the United States Senate which allows one or more Senators to prevent a motion from reaching a vote on the Senate floor.
If the Senator provides notice privately to his or her party leadership of their intent (and the party leadership agreed), then the hold is known as a secret or anonymous hold. If the Senator actually objects on the Senate floor or the hold is publicly revealed, then the hold is more generally known as a Senatorial hold.
