Boehner invites Afghan President Ashraf Ghani to address Congress -

Is there precedent for a House Speaker to invite foreign heads of state to address Congress?
Or is this a shadow Gov. that Boner wants to run?

Color me confused, if not forgetful.

There was an issue with Bibi because he has a political dispute with Obama. The Afghan president heads a government which we are wasting lives and money trying to save. I doubt there will be an issue with this invitation.
