Recall elections need not be so expensive, drama-laden

1) someone wins
2) there is a 2nd highest "vote getter"
3) winner screws up royally & signatures are collected
4) number of required-to-dump signatures are verified
5) 2nd highest vote getter from previous election is sworn in
