and let me stress the may- be wrong.

I think the Senate dems are possibly employing delaying tacttics rather than outright war against a Dem President. Why would they do this? Maybe they believe that outright war with Obama weakens the party in an election season.
There are some hints that they're using delaying tactics, and it's commonly acknowledged that the longer the dleay the likelier it is that the tpp gets shelved until after the Presidential election. House dems in particular don't want to go into the election with unions and other special interest groups that they're dependent on, pissed at them.

It's not 3-D chess; it's just D.C. politics.

TPP trade deal could be pushed into 2017

The odds of the Trans-Pacific Partnership being done before the United States presidential election cranks up are little better than 50-50, which could push the deal into 2017, a veteran of Washington trade deal battles says.

Today the votes don't exist in the House to pass this, and every day it hangs out members become more and more nervous about casting that vote, because of their own personal politics and primary situations," Mr Jackson said.
