Rand Paul loses him more votes than he brings in, and the votes he brings in are in states Romney's already going to win. He needs a swing-state veep who won't immediately piss off either the base or moderates. Assuming Rubio really will turn it down, I think McDonnell, Porter, and Ryan are still the best bets, with Ayotte as a dark horse.
