Private sectors speed up participation in military industry

BEIJING, May 20 (ChinaMil) -- China's defense expenditure this year will increase by 10 percent from the previous year 2014. The personnel living expenses, costs for exercises and training, and costs for research and procurement of equipment each contribute about a third of the defense spending.
It is estimated that the total value of military equipment order in 2015 is expected to exceed 300 billion yuan. As a result, with the structural reform of military industries and the in-depth integration of military and civilian sectors, the military industries again open the gate to the private sector, arousing the enthusiasm of private enterprises for entering the military industrial field again.
The 2015 Specific Action Plan on Civil-Military Integration released by the State Administration of Science, Technology and Industry for National Defense (SASTIND) on April 16, 2015 clarified 27 key tasks of the civil-military integration. It is the Chinese militarys another major step to open the defense market to private companies after the PLA General Armaments Department (GAD) organized competitive equipment procurement on its procurement website for the first time on March 19, 2015.
The defense market has been open to private sectors for 14 years. As the PLA is about to update its military equipment on a large scale, the condition that private suppliers are kept out of core military industry field may be improved.
