Virginia cop uses pepper-spray, Taser on unresisting black man having stroke

Saying he did nothing wrong, a Virginia police officer resigned from the Fredricksburg Police Department after body-cam video showed him using his Taser, and then pepper-spray, on an unresponsive black man sitting in his car.

According to the WHOP, 34-year-old David Washington was having a stroke at the time of the incident.

The officer, Shaun Jurgens, resigned from the city police department on May 14, and was one of three officers who responded when the disoriented Washington drove the wrong way on a street before stopping in an intersection.

In the video, Jurgens is seen walking up to Washington’s car and using his Taser on him, without warning, as he sits at the wheel of his car staring forward.

When they automatically presume that people who are having medical emergencies are drunk drivers and conduct violent felony stops on them.

It's quite evident that officers who do this sort of thing believe that they have carte blanche to be a prick.

This is a prime example of the mentality of far too many LEO's where the concept of suspect compliance escalates to extreme measures as an initial response.

A retired LEO friend of mine told me the other day that his opinion of these types of encounters is that the responding officers a "scared". I concur with that assesment and the thought of "scared" people running around with lethal weapons and relative impunity is pretty damn disturbing.
