No way.
And it's not something 'new' - it was cause for alarm years ago.
I'm more inclined to believe that they wanted to be aware of what Blackwater was capable of.
It started as a training response organization for law enforcement to situations like what happened in Columbine.

Prince is no longer affiliated - he's playing 'resource manager' (read war games) in Africa with the Chinese now.
