But it's not one that government or any politician can do much about other than having laws in place - and enforced - to deal with the perpetrators.

That kind of change has to come from moving and modifying the attitudes of individuals. And that is beyond the power of government, the political process, or any individual politician. Racism certainly didn't disappear just because LBJ got the Civil Rights and Voting Rights acts enacted. How do you change the crackpot religulous insanity screeching about "women should be subservient?"

We need attitudes to change on an individual level. Stoning and female genital mutilation still occurs, even in areas like the Kurdish region of Iraq where women are relatively more free and enlist as soldiers. We still have slave camps in Malaysia and Iraq-Syria.
