Photos from the 'crime scene' show that they were brewing beer. Cops say they were making molotov cocktails. It's become a joke, which is what the OP is about.

Of the nine people arrested in a warrantless attack on the house they were brewing beer in, two of those 'terrorists' were undercover cops.

Don't know if you can make bombs out of beer, but that is the meaning of the OP.
