It depends

If it was a blank packet, and noobodys info was on it, then they didn't violate any HIPPA laws. If it had the specific name somewhere on the packet that is different.

Also, they violated somebody's elses right to HIPPA privacy, not the OP, so I'm not sure what standing the OP would have to sue over the packet.
