NO excuse for the cop. BUT, soil that grass can live in averages about

1/2 "dirt," 1/4 water, and 1/4 AIR, and a few percent of organic matter. The air spaces allow the water to run in (instead of off the top) and provide growing space and oxygen for the roots. The weight of vehicles compacts soil into something close to 100% dirt, where grass can't live.

Yes, she was doing damage by driving on the lawn.
