"For much of the past two years, however, that math has worked against the majority. Only on congressional redistricting were House Speaker Steve Tilley, R-Perryville, and Senate President Pro Tem Rob Mayer, R-Dexter, able to impose their partys will on the state.
On most other major legislation, it has been a series of near misses or spectacular failures. A special session, called in the fall after a display of House-Senate unity, ended in rancor between the chambers and allegations of broken promises on both sides.
The problem worsened in this years regular session. Sparring between the House and Senate is a regular part of legislative life, but Tilley and House Majority Leader Tim Jones referred regularly to a Senate that was broken and unable to function.
Factionalism also spread into the ranks of each chamber. Tilley and Jones were unable to bring a sweeping education measure embodying many long-sought conservative initiatives to the floor for debate.
