One reason dumb people are useful in PR is that it takes a lot to doggedly refuse to be drawn into answering questions. Intellectual vanity leads to people trying to finesse stuff when stonewalling and spouting vacant talking points is called for.

She wasn't supposed to answer the questions. She didn't.

It's not like there is anything she could have said that would have made it any better, given that Walker is not going to release any of the information.
