Paris police raids

Since Friday's attacks, French police have conducted almost 300 raids.

How would American citizens feel about so many raids in such a short time frame. IOW...could the American justice system approve that many warrants that quickly?

For 12 days, searches can be conducted by police forces without warrants issued by judges.

From what I understand
- state of siege = war with a foreign power
- state of emergency = internal strife (riots, insurrection)

Anyway, Homeland Security must be covered by some undisclosed presidential finding.
