it appears it was well planned with specific goals, rapid action and ex filtration. By all appearances it was very successfully executed. Not the usual go in and shoot until police arrive then take yourself out.

I don't know why someone would attack a center for disabled people (and/or the county health administration staff, who had apparently rented a conference room for a holiday party).

Again, this could be anyone--it's too early to tell based on the information we've gotten. But it definitely sounds like it was a coordinated, planned attack, whoever it is.
