George C. Scott was a general, or head of the CIA, who was full of angst once the Russian ambassador was admitted to the war room. He was trying to hide whatever he could and made all kind of faces.
And then he was all aghast when the president talked to the Soviet leader to work together to avert an attack.
Every time when I see the faces that Trump makes while listening to his rivals during the debates, I am reminded of George C. Scott in this movie.

"Thank you, no," said the Ambassador, "I do not support the work of imperialist stooges."
"Only commie stooges, huh?"
