and then train them with targets with black faces on white paper, and teach them to quickly fire their whole magazine at the target, then reload as quickly as possible. What other outcome should one expect. They are only doing what they were taught to do.

There might be some racism sometimes, but mostly I think it is reflex training.

have ever had on our police forces. They have better than average IQ's, just like many of the scarier criminals they arrest.

Many of the members hired within the past 10 years - thousands? tens of thousands across the nation? - are veterans and are alive, as are the people who fought with them, precisely because they ARE quick thinkers.

But all that talent has been directed at dehumanizing people with dark complexions and then killing them. So you add in all the crap their parents and schools taught them them to do, and add in what we do as a country, then have a bunch of privileged white people hire them to police everyone...

ie, we have been training them to be this for a long, long time

So after your first sentence, you are right on, except it's not just a reflex.

We can make some changes at police departments, but I doubt we are gonna fix this without addressing the society built on racism around them. And since "hearts don't change", we might have a much bigger problem than we realize.

Don't make a mistake. They treat black folk very differently. It's racism, and not just at the police department. White folks do the exact same things, but are not being imprisoned or dying at epidemic rates from police bullets.

were written, is very low indeed: were they in fear (legitimately, logically or not) of their lives or safety.

Its an all or nothing proposition. All the cops have to do is keep saying, "I was afraid" over and over and in absence of any other cop contradicting them, the jury (if it even gets to a jury) has no choice - reasonable doubt- but to find them not guilty. If the cop is only put in front of a shooting panel, its a slam dunk for him.

The fear shouldn't be people will riot (following the announcement not to indict the officers) the fear should be that this could happen again.
