4. There's an interesting reason for it. It was to protect Rubio.

Rubio has been attacked more than any candidate besides Trump in past debates due to a bunch of awkward stances. If they have them all ripping into each other, it diminishes the slams on Rubio. Trump, in a weird way, had a point, which is that Fox has been trying to decide who the Republican nominee should be.
