Set up a schedule of farmer's markets, street fairs, and arts and music festivals to ring the whole site, with "speaker's corner" sites peppered in and around located in open, centralized areas. That way, the 'pubbies will stay in one place, and there's something keep protests coordinated and positively focused. Brings in lots of community revenue, and makes Black Bloc look like utter a-holes if they try to start trouble in a community-oriented event instead of damaging symbols of multi-national oppression. Also spreads the media out covering all the outside events.

Don't need riot gear so much as planning for events like this.
